Campus Security Authorities

Campus Security Authorities (CSAs) are individuals who, by virtue of their campus responsibilities and by operation of law under the Clery Act, are mandated to notify the Office of Public Safety (OPS) when they become aware of or are notified of a Clery Crime occurring on TC's Clery Geography.

It is not the CSA's responsibility to investigate crimes or to determine the validity of crime reports. If a CSA believes a Clery crime report has been made in good faith, they must notify OPS of that report.

CSAs should make Clery Crime reports to OPS by calling 212-678-3333.

Who They Are

The Clery Act defines a CSA as any of the following:

1. A campus police department or a campus security department of an institution, e.g., any member of TC's Office of Public Safety.

2. Any individuals who have responsibility for campus security but are not members of a campus police department or a campus security department (e.g., an individual who is responsible for monitoring the entrance into the institutional property within Clery geography).

3. Any individual or organization specified in an institution's statement of campus security policy as an individual or organization to which students and employees should report crime

4. An institution official with significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline, and campus judicial proceedings.  

All TC Office of Public Safety personnel are CSAs, but other TC employees designated as CSAs include:

• Student Affairs personnel
• Student Conduct Staff
• Office of Residence Life Staff, including Residence Hall Directors, Assistant Directors, and Community Assistants
• HR personnel involved with employee discipline
• Faculty Advisors to Student Organizations
• Faculty Members and Staff accompanying students on TC Sponsored travel

What They Do

A CSA must notify TC's Office of Public Safety if they become aware of a Clery crime within TC's Clery Geography.

If a CSA is notified of a crime in progress or an ongoing threat to the TC campus community, they should call 911 and contact the Office of Public Safety at 212-678-3333 for immediate assistance.

Confidential Crime Reporting

Occasionally, a person may want to seek assistance anonymously. Certain positions and offices are not CSAs, so the Clery Act reporting requirements do not apply to them. Those positions include:

1.    Professional Counselors: A person whose official responsibility includes providing mental health counseling to members of TC's community and who is acting within the scope of the counselor's license or certification. This definition applies even to professional counselors who are not TC employees but are under contract to provide counseling at the college.

2.    Pastoral Counselors: A person associated with a religious order or denomination who is recognized by that religious order as someone who provides confidential counseling and acts within the scope of that recognition as a pastoral counselor.
