Dear colleagues of the Global Campaign for Peace Education,
 
As a member of the Peace Education Group, endorser organization of the campaign “Desmilitaritzem l’educació” (“Let’s demilitarize education”) (1), I would like to share my perspectives regarding the situation of campaigns and organizations that lobby for Peace Education in Spain, as I am sure that some of these characteristics can be extrapolated to other contexts.
 
The teaching of Peace Education in Spain is quite an exception. Since 2005, a law has existed for the promotion of Education and a Culture of Peace(2) but it hasn’t made any real change or significant impact in the formal, non-formal or informal educational sectors. Apart from the exception of the "Basque Plan of Action for Human Rights and Peace Education," which is very comprehensive and has significant means, Peace Education is absent from formal education. There are indeed some experiences of peace education in the classrooms, mainly due to individual motivations. In contrast of these isolated cases, there are the initiatives of the Ministry of Defense, that, with funds of the Ministry of Education, edits publications that explain the “positive role of the military in peacebuilding",(3) to be taught in the recently created major of Citizenship Education. Non-formal education sectors do sometimes conduct peace education (as boy and girl scouts groups, though even in these groups, the training in peace education is still a minority), while informal education has very few experiences of peace education in comparison to a very usual culture of violence.
 
In the last years, there have been various campaigns for the spread of peace education. Most of them, as “Escoles Objectores” (“Objector Schools”) or multiple other regional campaigns – including “Let’s demilitarize education” – have tried to keep education away from propaganda from the Ministry of Defense. The vast majority of these campaigns, therefore, are focusing on the goal of negative peace. On the other hand, the main initiatives that promote (positive) peace education prioritize training rather than lobbying. There is, then, a really limited constant and collective effort for transforming structures to guarantee a sustainable positive peace education in all educational spheres.
 
· It is my belief that to correct these trends, peace education campaigns should adopt a conception of positive peace education, enlarging their objectives.

· These campaigns should also define accomplishable goals in the middle term. Although the transformation of structures will take time, there is a need to set achievable objectives in a shorter term, so that progress and backward movement can be assessed.

· In this field, so commonly branded utopian, it is also important to publicize broadly all the small successes of the campaign.

· At the same time, to make good use of learnings from other contexts and show that “if it exists, that means it is possible,” lobbyists could use the GCPE Newsletter to share more concrete information on their campaigns strategies and accomplishments.

The Global Article 9 Conference: Toward the Abolition of War
While much of Japan was enjoying the extended holiday of Golden Week this year, supporters of Article 9, the war-renouncing clause of Japan’s constitution, were hard at work. The first Global Article 9 Conference to Abolish War drew 15,000 people to its plenary session and concert outside of Tokyo on May 4th, while 7,000 gathered on May 5th to participate in a day of symposiums and workshops. Vulnerable Youth Gain Vocational Skills in Georgia
Vulnerable youth in Georgia, the former Soviet Republic, are gaining quality education and learning valuable job training and peace building skills along the way. The students are attending after-school programs that offer classes in English, basic computer science, video and photo production, job readiness, journalism, and peace education - all knowledge to help the students find good jobs in the future. Jewish and Arab students connect through debate
Carny was one of four students from Lady Davis to join with four from Tira High School in a formal debate last Thursday. Mixed Arab and Jewish teams competed to answer the question "Is the Internet an invasion of our privacy?" The event was sponsored by Amal, an organization that prepares Jewish and Arab teenagers for matriculation exams, and the US Embassy in Israel. Trent Lott Leadership Initiative
Six postgraduate students from the University of Ulster have been selected to take part in the prestigious Trent Lott Leadership Initiative. The team of students, led by Professor Liam Kelly from the School of Art and Design, will visit South Africa and the USA in July 2008 as part of an international group of outstanding students examining the problems and experiences of reconciliation in societies historically divided by prejudice and conflict. FIVE vice-chancellors pledged to support character-building initiatives at their universities during an inaugural Malaysia Professors Conference officiated by Deputy Higher Education Minister Datuk Idris Haron recently. Special Journal Issue on The Earth Charter: In Factis Pax
The current issue of In Factis Pax focuses on the philosophy of The Earth Charter as an ethical, ecological, and pedagogical framework for the transformation of society. The articles in this issue reflect on, analyze, illustrate, and educate about the philosophical foundations of the Earth Charter and its pedagogical and curricular implications. The authors call for and begin to articulate a new social and educational vision, a vision for a more just, peaceful, and ecologically sustainable world. Middle East/North Africa Social Innovators Program
In October 2007 Synergos launched the Middle East and North Africa Social Innovators Program (the Program) with funding from the US Agency for International Development and other donors. The three-year initiative seeks to identify and support twenty individuals from Egypt, Jordan, Lebanon, Morocco and Palestine who are implementing successful social projects. The Program will invest in Social Innovators in the region through professional development and financial support to better enable participants to transform their small-scale projects into sustainable programs and organizations. New online resources for educators
The Education Program of the Advocates for Human Rights has created Discover Human Rights toolkits that encourage Americans to "get informed, get involved, and get others interested" in human rights in the U.S. The toolkits focus on pressing social justice issues and international human rights standards, including the rights to health, housing, food, and education. ABOUT THE GLOBAL CAMPAIGN FOR PEACE EDUCATION

Founded in 1999, the Hague Appeal for Peace Global Campaign for Peace Education (GCPE) is an international organized network that promotes peace education among schools, families and communities to transform the culture of violence into a culture of peace. The Global Campaign for Peace Education is presently being coordinated by the Peace Education Center at Teachers College, Columbia University. (peace-ed@tc.edu)

Peace education is a holistic, participatory process that includes teaching for and about human rights, nonviolent responses to conflict, social and economic justice, gender equity, environmental sustainability, international law, disarmament, traditional peace practices and human security. The methodology of peace education encourages reflection, critical thinking, cooperation, and responsible action. It promotes multiculturalism, and is based on values of dignity, equality and respect.Peace education is intended to prepare students for democratic participation in schools and society. The Global Campaign for Peace Education has two goals:

1. To see peace education integrated into all curricula, community and family education worldwide to become a part of life;
