CALL FOR ABSTRACTS: THE POLITICS OF COMPARISON

Teachers College, Columbia University is pleased to host the 53rd Annual Meeting of the Comparative and International Education Society (CIES) in collaboration with the University of South Carolina and the College of Charleston. We will start accepting proposal abstracts for presentations at the conference, scheduled for March 22 – March 26, 2009, in mid-October 2008.

Conference Theme

The conference will be devoted to the theme of The Politics of Comparison. As educational researchers and practitioners who work beyond our own national boundaries, we are compelled to grapple with the phenomenon of “traveling reforms” or so-called “best practices” that are transferred from one country to another. The circulation of “best practices” is but one of the new tools to exert international influence on national policy-making. International standards, global benchmarks and national targets often rely on international comparison. Why exactly has international comparison been championed as an effective policy tool, and what impact has it had on local initiatives and practices? These and other related questions will be a particular focus of attention during the 2009 CIES conference.

Proposals not directly related to the conference theme may also be submitted for consideration.

Call for Papers: General Submission Procedures

Proposals for presentations may take a variety of formats, including individual papers as well as complete panels. We invite the submission of proposal abstracts on-line. See detailed information below regarding proposal formats and submission procedures. If you are not able to submit your proposal electronically, you are welcome to send your proposal by mail to:

IMPORTANT NOTICES

CIES Membership Required for All Presenters

Please note that you must be a CIES member in order to present at the annual conference. Membership includes an annual subscription to Comparative Education Review and a discount on the conference registration fee. A link to the website to join or renew your CIES membership can be accessed by visiting http://cies.us/membership.htm.

Limit on Presentation Submissions

The CIES conference receives more proposals than can be accommodated for inclusion in the conference program. In order to promote the broad participation of CIES members at the conference, members will be limited to one presentation. However, members are welcome to participate in additional sessions as panel chairs and/or discussants. To facilitate timely review of all papers, please submit a maximum of one proposal for presentation.

Deadlines

Two deadlines have been established for proposal submission. The ‘early bird’ deadline is November 1, 2008. Notification of acceptance of proposals submitted by the early-bird deadline will be made by November 30, 2008. The final deadline is December 1, 2008, with acceptance notification sent by January 15, 2009.

Centralized Submission: NEW

We are introducing this year a centralized submission procedure that allows for proposal abstracts to be submitted either to a general program pool or directly to a CIES Special Interest Group (SIG). Doctoral students interested in being selected for the dissertation workshop overseen by the CIES New Scholars Committee will also be able to submit their abstracts through this system. Papers submitted to a SIG will be evaluated for inclusion in a SIG panel (highlighted in the conference program) or in a general session; therefore, duplicate submissions of abstracts to both SIGs and the general program pool is unnecessary.

All proposal abstracts – including abstracts intended for review by a SIG or by the New Scholars Committee - should be submitted directly through the new centralized submission system. Proposals not submitted through this system without the permission of the CIES Conference Program Committee will not be considered or accepted for inclusion in the Conference program.

The on-line abstract subsmission system for CIES 2009 is now closed. Please note the following deadlines. Abstracts will not be accepted after the final deadline of December 1, 2008.

  Deadline Date Acceptance Notification
Early Bird November 1, 2008 November 30, 2008
Final December 1, 2008 January 15, 2009

Decisions regarding proposals will be sent by e-mail. If you are unable to receive notification by e-mail, please indicate an alternative way to contact you on the proposal submission form.

PROPOSAL FORMATS

Proposals for individual papers should include:

  • Title of the paper (15 words or fewer)
  • Presenter’s name, institutional affiliation and title, mailing address, e-mail address, telephone and fax numbers
  • An abstract of 200 words or less of the paper

Panel Proposals

Proposals for 1.5 hour panel sessions should include:

  • Title of the proposed panel session (15 words or fewer)
  • Name, institutional affiliation and title, mailing address, e-mail address, telephone and fax numbers of the panel chair, each presenter, and discussant(s)
  • An abstract of 200 words or less for the panel
  • An abstract of 200 words or less for each paper on the panel
  • Two keyword descriptors of the panel
  • Two keyword descriptors of each paper on the panel

Abstracts and Keywords

Abstracts should state clearly and succinctly the main issues, topics, arguments, and findings of the proposed paper and/or panel session. Abstracts ideally should show demonstrable connection to the CIES conference theme and/or to specific areas of research and interest to CIES SIGs, committees, and general membership. To facilitate the review process, a list of keywords will be provided through the on-line submission system, with the option to include additional ones if the list does not capture the content of your presentation. Appropriate keywords should be selected to allow ready identification of the paper/panel's principal subject matter, region of interest, theoretical approach, and/or disciplinary framework.

Location and Logistics

The CIES 53rd Annual Conference will take place at the historic Francis Marion Hotel in downtown Charleston. The College of Charleston has provided additional meeting rooms for the conference. Information regarding logistics for arrival, accommodation options, registration fees and procedures will be provided and updated in upcoming weeks.  Please return to our website at http://www.tc.edu/cies2009 regularly for updates.

We anticipate that standard presentation equipment (LCD and overhead projectors and Powerpoint-equipped PCs) will be available for all sessions. Presentation slides and electronic materials must be formatted to be PC / Microsoft Windows compatible.
